The joy and expectation of every worker after securing job is to be able to advance in his or her career field as at when due, but sometimes, it does not work out that way due to circumstances beyond their controls.  Therefore making life miserable and frustrated and not knowing of next line of action as a result of scarcity of job out there!  Studies have however revealed some of the factors often found responsible for it to include lack of opportunity for the company expansion; company poor financial situation; your immediate boss showing indifferences to your plight and lack of possessing the perquisite qualification.

There is no way you can be considered for promotion if there is no vacancy.  To avoid this situation it will be better if you found out from the onset the possibility of advancing your career before applying.  Or else, you have to wait for either when the substantive officer retires or resigns on condition that you have not reached the bar of your career field.  In this situation there is no point applying for promotion in the first instance,  even if you do, you begin looking for job whose propensity to advance is higher.
